So if I read the help page by Bungie correctly you can only do a light 390 raid once it has been a weekly featured raid? So this week I would not be able to do VoG Raid on 390 light because it hasn't been featured yet?

Once the updated 390 Light raids have been the Featured Raid, they will become available to replay at 390 Light whenever. In this case, after this next reset, when Vault of Glass is Featured, you will be able to replay Crota's End at 390, and so forth.

Correct. Next week you will be able to do VoG at 390, as well as Crota if you wanted to since it has been featured. But VoG will be the only featured raid with those featured rewards.
