You are not alone. I also haven't received a proper update of any kind. I did see the license agreement when i logged in and accepted it, but after i got on one of my characters, nothing changed. Though one of my friends just told me they were playing in the new raid with other people, even recorded a video as proof. So unless this is an issue with time zones, i have no idea what's happening.

Turn your system completely off. It worked for me when I turned it back on and received the update.
