I think the damage is radius based, I have survived FoH with a sliver of health.
I am unsure wether the Defense against Ark splash defense has a part in it, but I have survived with half to an inch of health being near the rim of the special.

There is no Arc Splash defense. The perk you're thinking of increases recovery [i]after[/i] taking slash damage.
