Shoulder Charge and Sun Charge both operate the same. Both charge in the direction your camera is facing, not necessarily the direction your character is facing. Because of this you can running one way and use charge to snap 180° in the other direction instantly. It's just more apparent while using Sun Charge because the 3rd person camera allows you to see the de-sync between your character and your camera.

Well there is this thing called a head that has a face on the front and there face was facing away from me

if they were facing away from you, then they would just dash in whatever direction they were facing. ive been playing the subclass since i started destiny as my main pvp subclass and i have always used SC. It doesnt turn 90 degrees to kill people. use it yourself if you want to.

You know what your right, I tried using it. It just looks like they werent looking at me so they must have a high sensitivity to turn around quickly

I was serious when I said 180. They can actually do that sometimes. They lift towards me and so I slide beneath them. They do a 180 rotation and still kill me like I was just standing there doing nothing.
