It's a popular rumour that when 343 Industries was formed, Bungie employees moved there en masse because they didn't want to give up working on Halo. However, there are actually very few people at 343 who have ever worked at Bungie, and none I can think of who had positions at Bungie that would make them "the great creators" of Bungie's Halo games.
To quote an interview with Frank O'Connor (skip to 1:51 for the relevant portion):
Interviewer: So, what sort of percentage of the old Bungie team came across to 343 to work on the franchise?
O'Connor: 343 is almost entirely non-Bungie people. There's a few of us, but the vast majority of the team is new and from other AAA franchises around the world. It's a big team, 250-300 people, but very few are ex-Bungie people.
For a more recent source, he said on NeoGAF shorly before Halo 5 launched that there were "only a few" ex-Bungie people at 343, and that there was "no brain drain of Bungie folks to 343".
While key people from the Halo days have certainly left Bungie over the years for other roles in the industry (though I can count quite a few people who worked on the first Halo who are still at Bungie), the idea that 343 is essentially Bungie's Halo team with a new name is a myth.
