The chroma card was unlocked by opening the very first package that Bungie placed in our postmaster. Some players missed out on their drop, I myself was one. Bungie patched this a couple of days later with the instructions to open said box before reset or the grimoire would never be activated. It was a timed type event like Crimson days grimoire card. I do not know of any updates regarding making it available now.
