It's glitches as with many other subclass tree health regeneration perks. So inadvertently, yes.

Weird. Never had an issue with it before. Thanks for the heads up, though.

Although Bungie said they are working to fix it, they are in fact going to use the glitch to nerf half of those perks. As to when that patch will be released is yet to be confirmed but many also wish a 95% repeal to patch 2.5.0.2. That 5% being the buff/nerf tweak to hand cannons that they made.
