Hmm, I don't think I've run into that before. Perhaps try clearing your system cache and restarting your modem/router. https://www.bungie.net/en/Help/Article/12539
Are you able to pick a character and then it brings you back to the character select, or it never lets you pick one?

It didn't let me change characters

Had to log in and out to clear it game seems awfully glitchy all over the place the last week. Raid etc
