The problem isn't that NLB or sidearms are overpowered.
The problem is that most everything else has either been subjected to nerfs or fallen victim to the special ammo reduction to the point where sidearms/NLB are more consistently useful.
That's not very good design at all, and it's an issue worth complaining about.
There's nothing that's explicitly overpowered, but let's not pretend that PvP is okay. It isn't.

The funny thing is you can still get special ammo constantly if you're not using a sidearm, with it spawning every minute, majority of the time you die its only 10 - 20 seconds from spawning. they shouldn't have made it so that sidearm ammo stays after death, thats the problem.

I got more anipe kills than auto kills in a game. I got one or two boxes per life
