This is working as intended I believe, try a sidearm and if you don't loose ammo means is working as intended in the last update bro. Sidearms are unafected by the special ammo changes.

Use sidearms, use Invective/Ice Breaker, or play extremely passively with a sniper rifle. That's about all you can do in light of the special ammo nerf.
