Honestly I do not believe there should be seperate regen mechanics in the first place.
That makes no sense what so ever.
I'm kind of glad it happened "accidentaly" across the board.
No reason to make it different for any class or perk at all.

Okay, then by your logic, Hungering Blade should have a 3 seconds cool down added to it, instead of working on every swipe while in super ala Cauterize.

By my logic the base regen should be the same. Cooldown for multiple enemies I would have been fine with. I cannot tell you how many times that ability has saved my butt in PvE. I would have put a cooldown between guardian kills if anything. I am by no means a PvP god as my stats will show in fact I probably will be in the scrub category. It just doesn't make sense to me to have one regen ability regen in a different base manner.

Still red death isn't even that good the exotic perk is what made it worth using. Now it's trash.
