First of all i use Shotguns, so this is a bias argument... That being said....
We have:

No Land Beyond - Can get a headshot while being sprayed with fast firing pulse rifles
The Clever Dragon/Grasp of Malok - Can melt an enemy from across the map with ease
The Last Word - WILL win any one on one gunfight[b].[/b]
The Palindrome/Eyasluna - Three tap all day
[b]Specials[/b]
Plan C - Consistently the most effective special weapon throughout the entire game for competitive PvP
Longbow Synthesis - Aim assist for days, headshots for weeks and the drop rate of gumballs
Event Horizon/Devil's Dawn - Can one shot a lower light Guardian
[b]Abilities[/b]
Shadestep - Cancels just about anything that tracks including melees.
Throwing Knife - How the hell do they figure a precision kill when you can see the knife miss you?
Skip Grenades - OMFG..... Seriously..... Track way too long and do way too much damage.
Spike Grenades - The TTK on them is insane
Invisibility - Kids keep using it thinking they are clever and get wrecked... it's sad.
Jug Shield - Takes a ton of damage and everyone uses it
Fist of Havok - The radius is stupid, doesn't matter how high or far away you are sometimes
Suppression Grenades - Suppress you for way too long
Hammer of Sol - Lasts a very long time
Fusion Grenades - are phuking AIDS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Arcbolt Grenades - SUCK SO MUCH!
Thunderstrike - Is amazing but people seem to think the range is a bit much, I think it's perfect.
Landfall - Should kill every super.....
This list is getting a little too personal now....
I'll say that Sidearms are great the way they are, if anything they still deserve a buff. The problem with this game is everybody gets hooked on the same weapons. Wormwood, Matador 64, etc. The Matador 64 is much like the Year One Felwinter's Lie in the sense that everybody and their baby brother is using it. I have one but I don't like it as much as my Party Crasher +1. I'd be very disappointed if the new Hotfix affected the gun I use just because everybody was using a completely different weapon. Which is what will happen. I welcome the change but I simply ask.... Are shotguns really THAT bad?

This is so all over the place that it's hard to discern the point of your post. Whatever the case, you lost all credibility when you put throwing knives on that list.

First off, yes, they are that bad. Secondly, perks are the reason weapons are so hard to balance. They add too many variables to consistently balance every weapon. In D2, they should keep out weapon perks so MAYBE they can EVENTUALLY have a balanced PVP.
