Eevee is its own species too. However, if you are saying it's like a fox, then you are saying that it is more similar to a dog. Foxes are similar to dogs, but aren't dogs.

Exactly. I'm saying Evee is more like a fox. Not a dog. If I said a dog, that means it looks more like a dog. If I were to say that Evee looks like a Corgie (not saying it does mind you) then I'm saying it looks like a dog but a certain breed of dog.
