My thoughts on balance currently.

First off, this is just my opinion of things, I am not acting to be some big shot PVP/PVP expert that knows better than everyone else. What I am about to say is based of years of gameplay in PVP/PVP in both shooters and the RPG genres and I honestly say this to maybe help the game become better in the future. Now this is a bit of a rough one. There are varying weapons, all with different stats and archetypes, and it is extremely hard to work with this without completely ruining balance. However, what I have seen other games do is make it so weapons have roughly the same times to kill when they are at their effective ranges while in PVP. Special weapons and ammo on the other hand are another exclusive issue that people seem to get in a fit over. Most people blame shotguns, other blame snipers, and some still blame fusion rifles (poor sidearms), but I personally see no real issue with them. The issue in my mind has and always will lie within how much ammo is given to the players. What is the point in even trying to use your primaries when you can just run around most of the match collecting special ammo? This is even worsened by the fact that special ammo crates spawn pretty much at every spawn point, and there are usually 3-4 crates per map. I think a good way to counter this would be to make it so people do not start with special ammo and make it so the boxes spawn randomly around the map instead of one fixed location. How does it all relate to PVE though? Well, most people know that, but weapon nerfs also affect PVE as well. Sometimes it has even caused exotics to lose their feeling and be demoted to just above legendaries or sometimes it makes them worse. It has also caused players to just stop using certain weapons because they are either inconsistent or don't deal enough damage over time to warrant any use outside of sheer fun factors. Bungie themselves have said they do not want PVE and PVP to play any differently and that seems...rather odd considering they are almost definitely going to play differently by default. Why should one group suffer to bring balance to another? Well...they shouldn't. Bottom line is Many games disable certain abilities or just have them work a different way in PVP than they would in PVE. For example, there are many games where the more powerful gear does a set % of extra damage by default or when certain condition are met. Often times these are either disable or the percentage of damage is severely reduced while in PVP mode only. There are even some nerfs to said weapons or abilities that affect PVP only as well. If Bungie did this it would allow them to be more creative with weapons and give a bit more variation and we could see some truly unique exotic weapons in the future. TL:DR 1.Make it so all primaries have relatively the same TTK while at their effective ranges. 2.Make it so special weapons are just that special. 3.Seperate PVE and PVP gameplay entirely to allow for more unique weapons to be available.
