a. the only servers are for data and matchmaking , everything else is P2P in which case you (or somebody else) is the server
b. what are your specs, as measured on the console? run the detailed network report on the XB1 and post back the UL/DL bandwidth, the latency, the packet loss, and the NAT. That will at least give a starting point to refer to.

I purchased an Ethernet cable and the issue has been resolved. Huge thanks RedPhoenix.

Hi, RedPhoenix. Dl: 57.19Mbps, Ul: 11.94Mbps, packet loss: 0%, Mtu 1480, Latency 161ms Wireless Strength 100%

In general you aren't too bad, but your latency is way too high. Optimum is 30-50ms. Anything over 80ms will start causing issues. Your information also indicates you are using wifi. This is a big no-no for a game like Destiny (or any game in my opinion). This game requires a premium connection and the high latency is likely causing your issue. The wifi could be part of that issue. Try disabling the wifi on the console and use a wired connection. See if that helps your numbers.
