Why SIVA Cluster Grimoire is Different Across Characters

So I only just thought of this recently, and it may already be a well known issue to many here (I don't frequent the forums too much), but I realized why the Grimoire Scores for your characters are different because of the SIVA Clusters and it is really stupid. Like cry baby stupid... (Sorry if this will offend anyone, but this is why it's broken...) Like why Broly hates Kakarot level stupid... So first let us take a look at the Taken King. In TTK we have the Calcified Fragments, where each character has 50 individual Calcified Fragments scattered across Phobos, the Dreadnaught and various activities to collect. It does not matter if Character 1 obtained CF #1, Characters 2 and 3 can still collect CF #1 for their own collection. The only difference between obtaining CF #1 on your second and third characters is you only get Grimoire Score the first time you pick up a fragment, similar to ghosts. That way your GS is the same across you different characters. You can see each character's CFs on Bungie.net under the MY LEGEND menu in PROGRESS. Scroll down to the bottom of the page to see your collection. Not only can you see the fragments you already collected on Bungie.net and the app, the Destiny API also allows other sites to track which fragments your individual characters need. So the code is perfect, or it does everything that we need it to do... besides track it in game... (Book? Would work by Character as seen by Moments of Triumph Y2...) So we now move onto Rise of Iron, where we introduce the same kind of collectible item: Dormant SIVA Clusters. How do you obtain these mystical items? You just find them scattered across the Plaguelands and in the Clovis Bray research facility on Mars. Each character has to collect them individually, similar to Calcified Fragments and different from Ghosts. So... where is the problem? The problem lies with one simple idea which can be seen three different ways: #1 Obtaining all individual 50 fragments on one character was too hard for some players. #2 (Because of #1) Players did not complete Y2 Moments of Triumph even though they technically did collect all 50 Calcified Fragments across their different characters. #3 Bungie wanted people to complete the SIVA Cluster part of their Rise of Iron book easily Whatever Bungie took into account when they coded the SIVA Clusters made them change the code. Calcified Fragments where tied to the individual character, where the Grimoire was universal. SIVA Clusters are coded to be individually placed around each character's world, but are coded to be a sum across all characters. Due to this change, somewhere the code for the Grimoire Score from the Clusters became individual across characters. To me this change makes no sense because the Calcified Fragment code was pretty much perfect. Thoughts?
