They still drop or at least The devoted because it was glitched for the start of ROI but after the fixed it I was able to aquire it. Not sure about the old one.

So for Devoted we dont need Flawless? or 9 wins?

No don't think so. The only rule for a trials reward is for the scarab emblems where you must go 9 wins+ (so 2 losses or less is fine) in order for a chance for it to drop.
