Highest rate of fire pulses need to lose high caliber rounds. It throws off the ability to be able to even use a sniper and even a scout sometimes. All round type modifiers except skip rounds should be taken out of the highest rate of fire weapons for all weapon types and be replaced with something that won't make it impossible to counter against.
Need to also change the range drop offs for different weapon archetypes. Less range on higher RoFs and more range on slower RoFs. I know this is already sort of depicted within the stats but I am wayyyyy too often picked of by things like TLW, Grasp, and High RoF autos from downtown (if I can see your whole body while zoomed in on my sniper and you try to challenge me with a Grasp of Malok there is a problem)
The highest rate of fire pulses have their pros and cons, the damage fall off should be adjusted to the point as soon as you are out of the intended range of the weapon your TtK should increase to the need of another pulse, or at least some damage to be dealt previously. No reason my Nirwen's Mercy should be out gunned every time by a Grasp of Malok.
To make the slowest RoF pulse relevant again they should further increase the base stability on them to meet at least 60-70 so that can more easily reach max stability or they may take advantage of other perks like ones that increase reload speed and better control of the weapon.
With pulse rifles in a more balanced state on to autos. Most archetypes of autos are in a great place except for that middle tier of autos. They could use a bit of a base damage increase, either that or increasing the range between the two slower RoF archetypes for autos. Their damage falloff makes them just shy of being able to kill a guardian with 10 headshots, making the gun the slowest TtK in the auto rifle family. The Hard Light could also use some love and actually remove the screen shaking effect of the gun to better it's control and ability to ignore the range debuffs. Maybe not remove it entirely to keep it in line and not make it the next Suros Regime epidemic.
For Hand cannons they seem to be in an O.K. spot. They aren't god tier but they are in no way out of the question. To avoid breaking the game I would play test the exotics and most commonly used archetypes against these newly nerfed and buffed weapons to get a better understanding of where they are and if they need a buff to keep the in the pool of applicable weapon choices.
As for scouts I have no issues with any food the weapons. Except for maybe the Boolean Gemini. This exotic even with the recent buff fails to be known within the crucible and I say combined the two exotic perks to make it a choice not to scoff at. With the ability to get an increase to agility or armor with just a single kill I feel as though this weapon would be a great choice for PvP and PvE play.
I have played this game since Day 1 with what I would say I solid understanding of what most people tend to be killed by with in the crucible. I may have some haters out there saying to not touch their grasps and dragons but I feel as though this has been the most bland META since the Red Death META.

I understand meta when u have choice between 10+ weapons, but now....3 guns .....really.

I don't understand this thing , ppl calling it "bloom", why hand cannons have it? I'am not gunsmith , but why rounds going everywhere, if hand cannon is op, reduce damage or rate of fire, i don't know, but this missing shots sometimes are ridiculous. Sometimes kills depends from luck, not from skill, bullsh*t.
