4th horseman not unlocked

I've received and used the 4th horseman a couple of times now, but it is still showing as "requires discovery" in the blueprints kiosk. Even once compared the one in the kiosk to one i had equipped and i have the grimoire for it. Why it no unlock?

Are you looking at year 1? yours is more likely year 2.
