I think...? I mean, the Flood can infect living things as well as reanimate dead things through some weird process involving stabbing a spine(Chief's first encounter) and taking over the nervous system or something.
While the Necromorphs utilize some form of liquid(Infector Needle juices?) and a signal from a Hive Mind/Marker or a Brethren Moon.
So I think a Flood Infection form [i]can[/I] infect active Necromorphs that have adequate mass for the Flood to embed itself in. However, the Necromorphs cannot infect a Combat/Pure Forms if the Infection Form inside it is alive and active.
So, technically yes I think. My facts might be a lil outdated though.

There are two types of necromorph that can infect , the bat morphs and the small one that have like 4 sea star legs.

Ah, I remember those little things. But those sea-star things couldn't infect until DS3 where they become headcrabs that crawl inside and do something to the host.

Didn't one of them have the ability to turn you into one with you failed a QTE, meaning that it chopped your head off?

Yeah, there was the Divider's/Creeper's head, which if you fail the QTE the head will rip off Isaac's and replace his head. It looks kinda creepy actually. There was also another one where if a person ingests Necromorph flesh, they turn into one. There's a small amount of audio logs in Dead Space 3 detailing it, I think.
