I think they just need to even the dps of every primary in the game and bring special weapons under control again.
Then we will see real diversity based on perks that actually affect gun performance and not just stability, range, and handling.

That would obviously be the best way. After playing Battlefield for a few weeks, you notice that most primary weapons have relatively the same time-to-kill. It would be nice for that to exist in this game too.
