Back in Halo 3, the Recon armor was at craze everywhere. But this could be just greater, if Elites are customizable as the Spartans; let's give them the best Elite armor of them all!
The reason why the Arbiter armor didn't make it into Halo 3 was because of the regular Elite's model; simply could not sustain it. The Arbiter was slimmer than the fatter humped over Elites of Halo 3, therefore the Arbiter armor was not included.
But now in Reach, Elites are finally of their accurate posture and stance; there is NO reason why the Arbiter armor can't be included. It would be the new Recon, for the Sangheili.

Due to much stupidity in the first page, I feel like I have to make this comment: The Arbiter in the Halo Trilogy was only the Arbiter because the Prophet of Mercy made a proposition to Truth to allow this, as it would sate the council's thirst for his blood and give them a way to quell the heresy that was happening due to Guilty Spark's advisory to the Heretic leader. The Mark of Shame was applied to him because he was accused of heresy, not because he was to become the Arbiter, and visa versa. [Edited on 08.01.2010 10:38 AM PDT]

Well, who says Bungie didn't already include it in the game? For all we know, they could have put the Arbiter armor as an unlockable for Elite character models and simply not annouced it(not that it needs to be). Halo 2's multiplayer was supposed to allow players to use either a Spartan or Arbiter character model. In the end, they just used regular Elites instead. It was also going to be a Halo 3 armor permutation but it didn't make it in. So, I would say that the chances are since this is Bungie's last Halo game, they will probably include it as an armor variant for the Elite players. Although, it won't be missed if it isn't since some of the new armor variants for the Elites are pretty effin' sweet.

elite armor doesn't use cR. armour sets are unlocked through ranks.

I don't think there was an arbiter at Reach. You see, the Arbiter from Halo 2 was leader of the fleet that destroyed Reach. Seeing as only one Arbiter at a time is permitted, there was likely no Arbiter at Reach, though it is possible there was. But also notable is the fact that Arbiters don't die too easily.Since the Arbiter was given his status shortly after the Halo ring was destroyed, and no arbiter was present at the Halo event,according to my info, so the only way this could be canon would to have an Arbiter killed at Reach, which is unlikely because Arbiters are high ranking elites who somehow failed, but there wasn't much too fail at doing,because other than the fleet at Reach, as far as we know, the rest of the Covenant. So it's not likely canon, but regardless, me want. Bump.

i personally believe that arbiter (or honor guard) armor should come with the limited or legendary instead of the officer armor. but thats just me.

Well, now since Elites are going to be full models and not customizable. I don't see the reason in not having one in Multiplayer. Honorgaurd is also a permutation I don't see affecting anything in multiplayer either. What I want is an arbiter on Reach that you have to fight eventually in the campaign. That would be pretty amazing since you've never had to fight one ever. But, I can say that if they put an arbiter permutation in multiplayer that it will be highly coveted for a long time. Well, as coveted as any in-game thing can be, excluding the once very rare Recon armor. The arbiter armor would be like the sword before extra achievements were released in a way.

I've wanted this since H3 . . . Now I know why we couldn't have it in the multiplayer. I want it bad in Reach though . . .
