No way. Shotguns are doing exactly what they're supposed to be doing, they're in a great spot, the problem is that primaries suck

Well I don't see how being able to A: use a SPECIAL weapon(emphasis on special) as a primary And B: to instakill a guardian from 10 meters away on small maps is balanced
