Knowing you had a bad connection, but played in PvP anyway can be interpreted as cheating because you gain an unfair advantage, so yes, it IS an excuse for Bungie to restrict you from Crucible. You connect via peer-to-peer and if you have poor connect, it causes issues for everyone. Your connection, whether via ISP or router settings, is the issue, not Bungie. Look into how you are connected (wifi or wired) and your router settings and if you are wired and you have the configuration Bungie says to use on your router, then your next step is contact your provider. Complaining here to Bungie for servers they do not have is fruitless because they are not the issue in your case. Once your restriction is lifted, I suggest staying away from player vs player (Crucible, Trials, Iron Banner, etc.) activities until you get your connection issues resolved. Speed isn't everything. Latency and packet loss is what mostly matters. If you do choose to go back into PvP activities with a bad connection, you risk more restrictions or even a ban because you knowingly have an unfair advantage.
