Did you actually buy and redeem a code on this account or are you license sharing with another account on this console? If license sharing, Bungie does not support console license sharing, this is a console specific offer that they choose not to support. If it IS the account you redeemed your code on, does the ROI DLC show as owned in your PSN Store. If so, redownload and reinstall it. If not, you need to contact Sony with regards to it.
