dlc error
so I have an account on my ps4 and the account is set as primary account and the account has the collection edition but my other account has the taken king version. How did this happen?

Try this: while logged in with the secondary account, go to Library from the dashboard and go to Destiny, click start and manage game, there should be a 10mb update along with any preorder bonuses in there.install all of the relevant parts, reload the game and you should be good to go on the secondary account.
