SBMM is skill-based matchmaking
CBMM is connection-based matchmaking
The important distinction is that a priority of skill-based would generally put better players against one another, giving them a harder fight and causing them to lose hard-won stats, potentially seeing more red bars along the way. On the flip-side, new or less-skilled players would fight each other and stand a more-equal chance of winning.
Connection- based would generally favor all-green matches, and these matches would allow a great player to wipe the floor with lesser opponents. They would also be less fun for new players.
I am a lesser player and rarely play PvP. The first time I played SBMM match after the patch, I got my first reign of terror medal and 60% of the chaperone quest done.
Removing the PvP monsters via SBMM allowed me to rise to the top of the boards quite often in IB. I am now challenged on my level. I am getting better and having more fun.

SBMM or skill based match making refers to using some algorithm to try and organize a match between players based on their level of skill. There are a lot of ways to do this, but bungie's seems to favor putting players of roughly equal skill together in a lobby, not always in a particularly balanced fashion.
CBMM or connection based matchmaking refers to organizing players together in a way that would cause the least amount of latency between connections, usually this causes players to play others from their own geographical region, since the latency between players would be better than say America to Australia, as compared to strictly America.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
