Overall increased rate? WRONG for players that play the raid over 5 times in the same week. It may be an increased rate for the first few times in a week, but this is not overall.
Here is a few things I am not sure about yet.
Is this limit per character or per account?
Does each boss have their own separate fragment limit, or is it combined as defeating 3 bosses in 1 raid for 6 fragments in normal?

Its not an increased drop rate at all if you play heroic - its nothing but a decrease (who frigging plays normal anyways). We were already getting 3 fragments per boss everytime we beat one. Anything less than that is a decreased drop rate no matter how you look at it. I have like 80 completions from primarily farming the last boss for fragments while at the same time helping crap teams beat aksis...thanks for freeing up my time bungie - no more raids for me after the first run through....

Same here. After I get my key frags, I don't help anybody else anymore due to the lack of reward.
