Memory of Felwinter issue.
I am not able to upgrade my Memory of Felwinter. At the end of each PVE mission or Crucible match I can clearly see that the Memory of Felwinter has progressed to unlocking the first perk which on mine is 'Increase Strength'. However, when I go into the artifact to actually upgrade that perk, there doesn't seem to be any progression.

Don't know if Bungie fixed anything on this one, but now the upgrading on the perks for this item appears to be working.
