I've always been interested in this. I like that notion, but he himself wouldn't be part of the 9, as he always refers to himself as a servant of the 9, and a lot of his quotes support that he is not only a servant, but their slave.
"I am only an Agent. The Nine rule beyond the Jovians."
"I do not entirely control my movements."
"My will is not my own."
"I am merely a trash collector for the Nine."

I really hope that in D2 we learn more about Xur, and even though we love getting nice things from him, i hope we save him from his servitude. that would be a very rewarding experience for me. #RescueXur
and i just found a quote I find very interesting:
"Your Traveler has a dark mirror."
I'm not sure if he's just referring to oryx or crota, but I'm imagining something that's yet to be revealed, and potentially even one of the 9. Like a giant Dark sphere that approaches earth to finish the traveler off. D2's big boss I hope.

Agents are by definition slaves that live to carry out the will of their benefactors, so it's very on message that he'd be a slave of the 9. But traditionally, agents have always chosen this servitude so I think it's very likely that Xur is a quite contented damsel. As for the mirror thing, I think it's a play off the yin yang of the Traveller. I think it merely means that the Traveller is both the Light and the Dark.

The mirror thing refers to the fact that the Traveler is just an Agent of the Sky. I believe the mirror would either be the Worm Gods or some other Agent of the Deep we haven't heard of yet

Oh, that's a good point to. After seeing the way the vanguard is often saying "just killem, don't worry about who, what, or why" it started me thinking "hmmm, are we actually the bad guys? are these other races actually bad or just another race trying to survive in this crazy world? one day are we going to have to fight the traveler? or is the speaker/vanguard twisting the travelers message to suit their own purpose?" Moral ambiguity aplenty! these are just loose theory's, but a nice switcharoo like that is just up bungies ally.

I personally have never had an issue with the stuff xur has. I don't think he should have the top of the line exotics every week. you gotta work for the best stuff.
