The first 4/5 of the raid can be done at 366 but it may not be physically possible to do enough damage in the final stage: phase 2 Aksis (for 98% of players).
A good minimum would be half the team at 372-6 and half in the upper 36x's then the final stage can be done as long as all can stay alive and there are no weenies on the team that don't have heavy ammo synths.

366 is more than enough to do dmg, its about what weapons they are using more likely

exactly, so with most rewards dropping at 385 now the average person should just spend a couple of days getting their light higher

Strike rewards (not chest rewards or engrams) drop at up to 385, even the blues. Crucible rewards go as high as 400. Faction rank ups are higher than your light level and go as high as 390. Forge is best for ghosts, artifacts, and bonds since perfected key drops are very rare and go as high as 400. Only 2 of the 4 perfected forge runs take a 3oC so strikes and crucible are better for exotic engrams. Basically do what you enjoy the most and do some forges too.
