As a completionist, what are the chances of the schematic dropping when you use the splicer intel relay way? I dismantled my original khvostov on one character but can't seem to get it to drop on my other two characters. I spent a total of 12 hours grinding my Malokass to get it the intel relay route. I want to do this without erasing any characters that I worked so hard on. My friend ended up getting the schematic to drop again despite having the quest already active.
Tl;Dr
RNG is not on my side to get the schematic to drop. Any thing I need to do specifically?

You do this quest once per account, not once per character.

5 RepliesLoad the Plaguelands Patrol Search each zone for a Hive Wizard with the title “Brood Mother.” One should spawn in the same location you do. If you miss it, just explore a bit and you’ll find one. Kill it. It’ll drop a “Splicer Intel Relay,” which you’ll need. Take your Intel Relay and head from the Plaguelands through Foundry 113 to The Divide (an accessible location in the original Cosmodrome), and then go through the Breach to the Cosmodrome (where your Ghost found revived you at the very beginning of Destiny). This is the Old Highway, where it all began. Outside you’ll see a massive Fallen Ketch hanging in the air. Board it. Kill everything. In the back right corner of the inside of the ketch, there’s a chest. Open it! Receive a Weapon Schematic for the Khvostov 7-OG! Take it back to Shiro-4 at the Iron Temple to obtain the quest “We Found a Rifle.”

You don't need it to drop, it can be found in a chest on patrol.
