Hi there, I'm currently facing this problem myself but my ISP happens to be Time Warner Cable. Was wondering if there have been any updates or info since then? I believe this problem is Bungie related and not ISP specific. Just tried using my phone's hotspot and it got stuck at 207.5MB too.
