I ran 20 strikes in the Siva Crisis playlist (the non-heroic ones) just to complete that portion of my year 3 book, out of 20 strikes, I ended up with 4 keys.... but yeah, generally speaking the drop rates of the skeleton keys do seem low.
A friend of mine said that with a Vanguard booster active, more keys tend to drop... but he lies alot, so who knows.

Thanks for the tip. I'll have to try the Crisis list and see if I'm any luckier there along while knocking out my record book item...

Ran 10 strikes to finish my book and got 3 keys, definitely the way to go
