I remember Bungie once saying play how you want. Then it became that's not how we intended you to play. Regretfully due to the change in mindset any weapon you use, due to it optimising your loadout, will eventually get nerfd.
To respond to your point of PvP players calling for the nerfs to a certain extent I agree. The problem is that Bungie forgot hot to have a truly balanced PvP experience, either that or they just couldn't be assed. Crucible should have set weapons for loadouts, or the perks get deactivated, the same goes for armour. If they (Bungie) would of taken this approach then there wouldn't of been a need for as many nerfs as we have seen in the past two years of this game and, in PvE, exotics would still feel strong.
Bungie proved at the start of year two that they could separate PvP and PvE in their weapon balancing with shotguns. This was the first, and what feels like the last, time they did this.
