This is Kilo echo niner and his findings.

Quick little disclaimer: I'm going to link to a video on my YouTube channel, but you don't have to click on it if you don't want to. I'm going to put all the info into this post so it doesn't feel like I'm trying to get more views for my personal channel. Click on it. Don't click on it. Follow your heart.
There will also be quick TL,DR; bullet lists if don't want to read a whole bunch of text. I just want to get the information out there to confirm whether or not that this is happening to other players too. If it is, it breaks the item and keeps it from being one of the best in the game for hunters. If isn't, i'm a herp derp.
Anyways, you can watch the video here or read the information below.
Onto the possible bug. I was making a video review for these boots yesterday when I noticed that my grenade cooldown was being super inconsistent. My hunter has Tier 5 disc in the build that I was using so I should have had a flat 25 second base cooldown for the entirety of my testing. And it was, but only during the first round of testing.
GRENADE TESTING - Round 1
TIER 5 DISC / NO FROSTY EQUIPPED
Flux Grenade - 25 seconds
Skip Grenade - 25 seconds
Arcbolt Grenade - 25 seconds
However, when I equipped the Frosties, started lobbing grenades, and sprinted for the entire duration of the cooldown (to get hard numbers on how much the buff actually benefits the player), my grenade cooldown went up to 30 seconds for a net 5 second increase. I tested it on all three types of grenades and the behavior remained consistent throughout.
GRENADE TESTING - Round 2
TIER 5 DISC / FROSTY EQUIPPED / SPRINTING
Flux Grenade - 30 seconds
Skip Grenade - 30 seconds
Arcbolt Grenade - 30 seconds
Naturally, an exotic that's supposed to reduce your CD shouldn't raise it by 16%. This warranted more testing.
To get a better idea of what's going on, I wanted to see what the flat grenade cooldown was with the Frosties equipped, but without the Rapid Cooldown buff active. This is where it got hairy.
Turns out, when you equip the Frosties, it completely ignores the amount of discipline on your gear and resets your base cooldown to the default 1 minute timer that a level 1 has with zero gear on.
GRENADE TESTING - Round 3
TIER 5 DISC / FROSTY EQUIPPED / NO SPRINTING
Flux Grenade - 1 minute
Skip Grenade - 1 minute
Arcbolt Grenade - 1 minute
To make matters worse, the bug persists even if you take off the Frosties. I equipped all legendary gear, chucked some grenades, and my base cooldown was still 1 minute. I tested this on all 3 Hunter subclasses and all 9 grenade types and it was 1 minute for each and every single one of them.
So not only does the Rapid Cooldown buff break your grenade timer, it persists even when the Frosties aren't equipped. The only way to clear the bug is to leave the activity and go back to orbit.
GRENADE TESTING - Round 4
TIER 5 DISC / NO FROSTY EQUIPPED / NO SPRINTING
Flux Grenade - 1 minute
Skip Grenade - 1 minute
Arcbolt Grenade - 1 minute
Incindiary Grenade - 1 minute
Swarm Grenade - 1 minute
Tripmine Grenade - 1 minute
Spike Grenade - 1 minute
Vortex Grenade - 1 minute
Wall Grenade - 1 minute
One thing to note though is that the Frosties appear to give you a flat 50% reduction for your grenade cooldown so that would made a Tier 5 build grenade refresh after 12.5 seconds. Which is awesome, but it doesn't, so it isn't.
ULTRA TL,DR: SUMMATION
Frosties completely ignore your character's discipline and reset your base grenade cooldown to 1 minute.
I'm going to tweet the video or this post (haven't decided yet, probably this post) at Deej / Cozmo to see if they know anything about it or see if they can pass it on to the Bungie devs. If it is broken, hopefully this gets the ball rolling for a hotfix.
Regardless, is anyone else seeing this same thing or am I alone in this?
Thanks for taking the time to read my post.
