I was very excited to get SOUND AND FURY~ yesterday. The perk combo sounded awesome to me. I was quickly disappointed, however, when I found that "Wait for It" ends up being pointless. In the current ammo economy, the vanilla inventory stat does not allow enough rockets in reserve to even grant the "larger than normal" magazine to which the perk refers. Thus, it just ends up being a RL with Spray and Play, which is a huge let down.
I think this could be addressed with a two-fold solution:
1. Increase the amount of rockets RLs can hold in PvE so the perk can actually proc. I think the nerf to rocket inventory was necessary and good in PvP, but nerfing it in PvE was unnecessary. Another way to address this if not actually changing the ammo economy would be to increase the effectiveness of heavy ammo armor perks (which, apart from exotics, are almost pointless in PvE at this time).
2. Make "Wait for It" behave like Clown Cartridge so the extra rocket comes out of thin air as opposed to reserves. This would also help it to fit into the DPS niche, which would be appropriate for the raid in which it drops. Edit: The max number of rockets/brick in PvP is 3 (meaning no rockets to reload after emptying the mag) and this launcher doesn't have Tracking or G&H anyway, so there's no risk of this launcher becoming OP in PvP.
I hope you agree that it would be worth taking a second look at the functionality of this weapon's unique perk. I love the creativity of this new raid set—having the SIVA infection/replication even affect perks by "replicating" and enhancing existing ones—but this RL is a dud.

The changes to the raid rocket are brilliant, but the ammo for all rockets is asking a bit much. If you ask me, exotic heavies in general are over-performing it PvE. Hopefully, if they implement the changes you suggested, people will look more to exotic primaries and secondaries more in PvE

It should act like clown cartridge! You should get a free rocket added to the mag as long as the mag is empty.

It's like the person who designs the perks has never played destiny before The one perk for the scout rifle has been disabled for a year and yet it still shows up

Option 2 would be the better idea. I would like to propose my own idea. Increase the ammo capacity by 1 for that specific launcher, and increase it's fire rate by 20-30%. Now, you're probably thinking "Why would I use this thing over a gjallarhorn?", but hear me out. Unloading your heavy ASAP allows you to use a different weapon to do damage, and the bonus on this RL does enough bonus damage (against fallen) to compensate for the gjallarhorn WP rounds.

I think it's funny I got to have rocket ammo on boots and heavy on my twilight in order to get on rocket for pvp or 2 more in my ghorn yet I take one off it goes back to the normal way it was of 5 in pvp or 2 in pvp

Agree that it is limiting but if you leave it empty until there are a few purple bricks lying around it works. It's really just infusion fuel for better heavies.

With no perks it should have 7 rounds. With perks it should have 8. That's perfectly fine for the perk.

With my warlock exotic boots I get 8 rockets with the sound & fury. If I have the sound and fury in my hands when I pick up rockets with warlock exotic boots, I get 4 rockets straight inside the magazine. I should also mention I use a surplus hakke sniper rifle :)

You have a point. All of the other raid weapons are very effective. The only way for the rocket to be effective is with an empty clip and a SINGLE reload, a chance at best. Just seems lackluster given the difficulty it takes to get one, and compared to the perks on the other raid weapons.

or, they could just increase the ammo capacity of SOUND AND FURY ONLY to 10 max (8 stock, 9 boots, 10 exotic armor)
