No legendary chest pieces have rocket ammo. Only boots have rocket ammo
Exotic check pieces for warlock and Titan can have it

You can use ruin wings and boots to get 8 rockets. Chests just don't have that capability

apparently truth does not need double slots to reach 8, however, gally does; hunters being the exotic blacksheep for heavy ammo, would ensue why this is an issue for only 1 class it's not a case of gear, but a case of exclusivity
