It's not a preorder emblem.
In the week leading up to the release of Rise of Iron, there were 5 "infections" spreading around the game. Glory, Splendor, Fortitude, Brilliance, and Magnificence. You had to be infected with at least one of them to unlock the emblem, if I'm not mistaken.
