Archon's Forge

When I wanted to use my Siva offering in the Archon's Forge but my friends weren't online. I asked players in the area to join me. We could not play together unless we joined a fire team. Is this a bug problem ? If not can you change it to where we can join a session in progress.

I'm confused. I join randoms to do this. Only once was I part of their fire team.
