I tried to delete the whole game but that didn't work at all. If you are having the same issue I don't think anyone has a solution except for downloading it at another location with a different isp.

At what point are you switching back to your normal isp? Seems people are having the best luck of letting the download go from your hot spot to 2gb then switching over. A lot of data I know it that did work for me.
