Dang im sorry to hear that, it seems like everyone has there own stopping points in the download mine was really early on in the 207.5mb range. Just keep at it, it sucks that the ISP jump is literally the only thing that can fix this. All the other troubleshooting seems pointless. If you do use the hotspot try pausing right before that 17.3gb range and hop to your hotspot just to get over that little break in the packets that are being sent to your console.
