I was on the phone with Sony support an hour and a half ago, they are formally contacting Bungie to find out what is actually going on. If you use the ISP jumping method in the thread I myself have had success with it. Use either a Hotspot or other ISP to get it around 1-2gb in the download, pause the download, and jump back to your original ISP (weird method but I have seen the results).
