Returning Player - Are old exotic quests still available?

I skipped all the DLCs, but now I'm back! Can I still get and do year 2 exotic quests?

I can't say for certain, but I can't imagine why you wouldn't be able to. A buddy of mine still has to run the last part for her Chaperone quest, and the quest is still available to her
