You'll get a khvostov 7g schematic. You'll be prompted to talk to the exo guy (forgot his name) and he'll tell you that you need 10 manual pages and 3 parts. The manual pages are easy. You just kill fallen or siva fallen on the plague lands patrol and they'll eventually drop. The parts are the hard part (pun intended). He'll tell you to do a mission on earth called khvostov rising. Do it and you have your auto scout pulse rifle. Edit: sucks in crucible due to the damage staying the same across all fire modes.
