It doesn't really matter that he's a cop, he was off duty in a city that wasn't his Jurisdiction, and he's only a part time cop. He could have been anyone who actively trains with their CCW on a regular basis. In fact, most private citizens put more rounds down range in training in a month than cops do in a year. Biggest problem is, he's carries a .380. Shot the guy once and dropped him only for him to get back up. 9mm, .40, 10mm, and .45 all would have dropped the attacker on the first shot with the proper ammo. Lesson to be learned kids, don't carry .380. It's the minimum safe cartridge for a reason. That's why I carry four .44 magnum revolvers with 6 rounds of 305 grain hardened lead bullets. They loaded with bears in mind.
