In the beginning it says [b]IF[/b]. If means that the statement is a conditional. Loki Crown was what he would do [b]if[/b] the traveler was going to leave. He stated all the requirements to be filled, and what would happen if they were "activate loki crown"
He didn't actually activate it, he was just saying he would in that situation.
