I think at this point SIVA has begun spreading, and the HoD have started to get into the wall. They haven't found SIVA yet, but they're close.
We know this because last week you coil see some SIVA wires in the Rasputin strike.

If SIVA is in Rasputins bunker, that could be an issue.

In the Fallen Saber strike, where you have to get the orb while passing through the arc streams, you can already see the SIVA veins already sticking out.
