Maybe they just wanna mess around with whatever weapons they feel like using. I mean, of course they could become a liability, but heroic strikes are meant to be a fun and casual escape from the intensity of raids and PvP. I understand your frustration, but please try to keep an open mind about this.

Vanguard Strikes are the casual escape. You should be using proper gear in Heroics.

36 strikes? Cmon people it has a burn on, it doesn't always, not hard to use the right burn and make it go faster.
