Since when does light not determine level?
I haven't played since October 2014, when light was the only way to get from level 29 to 30. I gave up on constantly doing the raid over and over to get the best light gear for level 30, so I stayed 29. I log on for the first time in nearly 2 years and play a crucible match, and my XP starts going up, and I'm nearly a level 30? When did this change happen? What else has changed besides this and legendary marks?

Welcome back. A lot has changed. And in about 2 weeks, its about to change a lot more!! Current- max level is 40. Gear (including guns,ghosts. Titan mark, warlock bond, hunter cloak) all determine light level. "Forever 29" is no more. You've missed about 3 dlc's so far. Hope you have fun with a different kind of "grind". Lol

Your physical level caps at light level 40, and your light level is now separated from your base level. Your light level determines your damage and defense, meanwhile, your regular level shows your experience.

Your character level can reach level 40, and from there your light level can go up to 335 (though this will increase when Rise of Iron is released) Your light level is determined by the average attack and defense of all your equipped weapons and armor.
